Summary

States that, for the purpose of determining to whom a Government contract shall be awarded, the final bid shall be reduced by specified percentages when the goods or services are to be rendered in an area where the annual average rate of unemployment is above the national average. Provides that the Secretary of Labor shall provide the data and find the facts to be used in making the determinations required by this Act.
