Amends the Food Stamp Act of 1977 to exclude from the income of an eligible household through September 30 of any fiscal year, any increase in income attributable to a cost-of-living increase in: (1) Old Age, Survivors and Disability payments; (2) supplemental security income; (3) railroad retirement payments; or (4) veterans' pension payments.
