Summary
Fair Foundations Act - Prohibits a Member of Congress from being closely associated with any specified tax-exempt charitable organization, if such organization does not publicly disclose an annual financial statement and a list of contributors. Establishes a joint panel to study the potential development of unregulated expenditures by charitable educational organizations. Requires a report to the Congress within six months of the panel's first meeting, including a recommendation whether such expenditures should be prohibited, regulated, or considered as campaign contributions under the Federal Election Campaign Act of 1971.
