Coastal Conservation and Habitat Restoration Act of 2006 - Establishes the Coastal Conservation and Habitat Restoration Fund. Provides for the deposit into the Fund of specified amounts from the Digital Transition and Public Safety Fund and royalties from Outer Continental Shelf Fund revenues.
