Emergency Agriculture Act - Title I: Dairy - Amends the Agriculture Act of 1949 to establish the price support of milk at not less than 90 percent of parity. Title II: Wool Program - Amends the National Wool Act of 1954 to establish the price support of wool and mohair at not less than 100 percent of parity. Title III: Wheat Program - Amends the Agricultural Act of 1949 to set the price support of wheat, effective with the 1978 crop, at not less than 90 percent of the established price. Sets the established price per bushel at 100 percent of parity. Title IV: Feed Grain Program - Sets the price support of corn, effective with the 1978 crop, at not less than 90 percent of the established price. Sets the established price at 100 percent of parity. Title V: Upland Cotton Program - Sets the level of nonrecourse loans for cotton at not less than 90 percent of the established price. Sets the established price per pound at 100 percent of parity. Title VI: Rice Program - Sets the price support for rice at not less than 90 percent of the established price per hundredweight. Sets the established price at 100 percent of parity. Title VII: Soybean Program - Sets the price support for soybeans at not less than 90 percent of the established price per bushel. Sets the established price at 100 percent of parity. Title VIII: Dry Edible Beans - Sets the price support of dry edible beans at not less than 90 percent of the established price per hundredweight. Sets the established price at 100 percent of parity.
