Summary
Amends the Emergency Fund Act to authorize appropriations from the reclamation fund for an emergency fund to pay the expenses the Commissioner of Water and Power Resources Service (under present law the Commissioner of Reclamation) determines are required to assure continuous operation of all projects and project facilities governed by Federal reclamation laws.
