Summary
Declares that any Act of Congress enacted after the effective date of this Act shall be prospective in application only and shall not create a private claim or cause of action or preempt any other State or Federal law, unless a provision of such Act clearly expresses a contrary intention and specifically refers to the provision of this Act intended to be negated.
