Amends Federal bankruptcy provisions to provide that the filing of a petition for bankruptcy shall operate as an automatic stay of the commencement or continuation of an action, by either the Secretary of Transportation or of Commerce, to foreclose a mortgage on a vessel under the Ship Mortgage Act, 1920.
