Summary
Authorizes the Secretary of the Interior to allow continuation and completion of construction on Federal reclamation projects and Indian irrigation projects to mitigate the effects of the 1976-77 drought for a reasonable period of time where certain unanticipated and unavoidable circumstances prevented completion before January 31, 1978. Directs the Secretary to report to the President and Congress on emergency actions taken to mitigate the effects of 1976-77 drought no later than May 1, 1978.
