Summary

Directs the Secretary of Agriculture to establish a program for purposes of preventing and controlling Dutch elm disease in forest, urban, and other areas. States that such program shall include: (1) the conducting of surveys; (2) the providing of assistance in cooperation with State or local agencies; and (3) the acceleration of research. Authorizes to be appropriated, for the activities performed under (1) and (2), $5,000,000 for fiscal year 1976; $7,000,000 for fiscal year 1977; $10,000,000 for fiscal year 1978; and such sums as may be necessary for the succeeding fiscal years. Authorizes to be appropriated, for the research conducted under (3), $400,000 for each of the five fiscal years beginning with fiscal year 1976.
