Summary

Department of State Additional Authorization Act of 1980 - Title I: Additional Authorization for Fiscal Year 1980 - Amends the Department of State Authorization Act, Fiscal Years 1980 and 1981, to increase the authorization of appropriations for fiscal year 1980 to the State Department for international organizations and conferences. Repeals: (1) the ceilings on the aggregate amount spent on administration of foreign affairs, international organizations and conferences, and international commissions; and (2) the requirement that the United States reduce its contribution to the United Nations by a specified percentage of amounts budgeted for specified Palestinian organizations. Title II: Ex Gratia Payment - Earmarks a specified portion of the amounts appropriated to the Department of State for the administration of foreign affairs for payment ex gratia to Yugoslavia for injuries sustained by a Yugoslav national.
