Summary

Senate Confirmation Act of 1984 - Amends the Ethics in Government Act of 1978 to require the Director of the Office of Government Ethics to provide overall direction of executive branch policies related to background investigations and the transmittal to the President, President-elect, or designee of information concerning the fitness and qualifications of officers of the United States who are required by law to be appointed by the President with the advice and consent of the Senate. Requires the Director to: (1) recommend regulations establishing procedures for such investigations and transmittals to the Office of Personnel Management (OPM), for promulgation by OPM or by the President; (2) obtain and transmit to the President, President-elect, or designee all information concerning officials to be appointed by the President with the advice and consent of the Senate; and (3) transmit all such information to the Senate with respect to any appointee to an office listed in Level I or II of the Executive Schedule or any other appointee as requested by the Senate or a committee thereof. Prohibits any one of specified officials who has served for the last year of a presidential term from serving in the same position during the next succeeding presidential term until such official is reappointed by the President and reconfirmed by the Senate.
