Summary

Amends title XIX (Medicaid) of the Social Security Act to change from mandatory to discretionary a State's authority to seek recovery or adjustment of the costs of home and community-based services from the estates of individuals over age 55. Requires a State to issue a certificate of need as a prerequisite to reimbursement of a nursing facility by Medicare, Medicaid, or any other Federal program with respect to any beds first operated on or after enactment of this Act. Specifies restrictions on the geographic areas for which such a certificate may be issued.
