Summary

Amends the Federal Water Pollution Control Act to direct the Administrator of the Environmental Protection Agency to implement his or her recommendations, in the case of finding an adverse effect on employment, by modifying or withdrawing any effluent limitation or order issued under such Act. Directs the Administrator to modify or withdraw any effluent limitation or order, if the Governor of any State advises the Administrator that such limitation or order threatens closing of a plant or facility. Declares that such requested modification or withdrawal shall be deemed approved if the Administrator has not acted upon it within 90 days of receipt.
