Summary
Directs the Administrator of Veterans Affairs, the Secretary of the Navy, and other custodians of records to delete certain references to the mental health of a named individual. Directs the Administrator to take certain actions with respect to the payment of veterans' benefits to such individual. Confers jurisdiction upon the U.S. district courts to hear, determine, and render judgment upon any claim by such individual against the United States from the alleged negligence of Veterans Administration personnel in failing to properly diagnose his medical condition during the years 1965 through 1972.
