Specifies the manner in which uncompensated services provided by a skilled nursing facility or an intermediate care facility shall be calculated for purposes of titles VI (Assistance for Construction and Modernization of Hospitals and Other Medical Facilities) and XVI (Health Resources Development) of the Public Health Service Act. Directs the Secretary of Health and Human Services to promulgate admission requirements for these facilities which are identical to those in effect for medicaid and medicare-certified facilities.
