Summary
Migratory Bird Penalty Restoration Act - Amends the Migratory Bird Treaty Act to: (1) decrease from $15,000 to $5,000 the monetary penalty for violations of provisions of specified conventions for the protection of migratory birds between the United States and Great Britain, Mexico, Japan, and the former Union of Soviet Socialist Republics or of the Act; and (2) establish separate monetary penalties for violations by individuals ($5,000) and persons other than individuals ($10,000) for the placement of bait for the purpose of taking or attempting to take any migratory game bird.
