Amends the Agricultural Act of 1949 to increase the established price for the 1978 crop of wheat from $3.00 to $3.50 per bushel, and for the 1978 crop of corn from $2.10 to $2.60 per bushel. Requires, for both wheat and feed grains, a set-aside of cropland equal to 20 percent of the acreage of such commodities planted for harvest.
