Summary

Tire Recycling Promotion Act - Directs the Secretary of Commerce to appoint a Director of Recycling Research and Information. Requires the Director to: (1) make grants to support research and development and studies related to innovative recycling technology, waste tire management, and manufacturing strategies to facilitate tire recycling; (2) collect and disseminate information on tire reclamation technologies and markets for used tires; and (3) facilitate the development of data for communities that wish to justify the discontinuation of any tire incineration facility within, or adjacent to, their borders, in awarding such grants. Directs the Secretary to work to increase economic opportunities for tire recycling. Authorizes and allocates appropriations.
