Summary
Bank Securities Registration and Administration Act of 1990 - Title I: Amendments to the Securities Act of 1933 - Amends the Securities Act of 1933 to repeal the registration exemption granted to: (1) bank-issued securities; (2) bank-guaranteed securities; and (3) savings association-issued securities. Exempts from the Act's registration requirements: (1) certain securities issued or exchanged within the context of the reorganization of a corporation, including a bank, into a holding company; and (2) specified deposit instruments. Authorizes the Securities and Exchange Commission to exempt any class of person, security, or transaction from the Act's registration requirements. Title II: Amendment to the Securities Exchange Act of 1934 - Amends the Securities Exchange Act of 1934 to repeal a certain provision (thus transferring administrative and enforcement responsibilities for registration and required disclosures with respect to banks and savings associations from Federal banking regulatory agencies to the Securities and Exchange Commission). Title III: Amendment to the Trust Indenture Act - Amends the Trust Indenture Act to exempt from its coverage the deposit instruments exempted from registration requirements under this Act.
