Summary
Authorizes the Administrator of the Environmental Protection Agency to modify effluent limitations established by the Federal Water Pollution Control Act for any publicly owned treatment works discharging into open ocean waters. Provides that the Administrator shall consider the social, economic and environmental costs involved in developing such treatment procedure. Defines the term "open ocean waters', for purposes of this Act.
