Amends the Food Security Act of 1985 to exempt converted wetland from other wetland regulation if such land: (1) was converted to wetland use prior to the enactment of such Act; or (2) was farmed for at least six of the 1975 through 1985 crops and mitigated on an acre for acre basis.
