Summary

Amends the Trade Act of 1974 to repeal a limitation on credit for exports to the Soviet Union. Amends the Export-Import Bank Act of 1945 to repeal prohibitions on Export-Import Bank assistance and limitations on credit for the Soviet Union. Amends the Foreign Assistance Act of 1961 to remove the Soviet Union from the list of Communist countries prohibited from receiving assistance. Makes provisions of the Federal criminal code that prescribe penalties for certain financial transactions with foreign governments in default on U.S. loan obligations inapplicable to obligations of the former Soviet Union or its successor states.
