Summary
Amends the Public Health Service Act to direct the Secretary of Health and Human Services to establish within the Agency for Health Care Policy and Research a Center for Primary Care Research. Authorizes appropriations. Transfers to the Center all functions, personnel, assets, liabilities, contracts, property, records, and unexpended balances of appropriations, authorizations, allocations, and other funds of the Division of Primary Care within the Agency in connection with the functions transferred by this Act.
