Provides for the conveyance of all mineral interests of the United States in certain property in Lafourche Parish, Louisiana, to the record owners of the surface rights of such property. Declares that the United States shall be entitled to specified royalties on all oil or gas produced from reservoirs discovered on such land within the first ten years from the date of the enactment of this Act.
