Summary
Requires the National Aeronautics and Space Administration (NASA) to list as a separate line item in the budget the estimated expenditures and proposed appropriations necessary for quality assurance, reliability, and safety. Makes the Chief Engineer of NASA responsible for supervising all NASA functions involving or relating to quality assurance, reliability, and safety. Requires the Chief Engineer, in carrying out such responsibility, to report directly to the Administrator of NASA.
