Summary

Authorizes the Secretary of the Interior to construct, operate, and maintain the Lake Andes-Wagner Unit, South Dakota Pumping Division, Pick-Sloan Missouri River basin program, South Dakota, for the purpose of providing irrigation water. Requires such unit to be integrated physically and financially with other Federal works under the Flood Control Act. States that user repayment of construction costs of the irrigation project shall be based upon ability to pay as determined by the Secretary. Authorizes appropriations.
