Summary
Repeals specified prohibitions against political recommendations relating to Federal employment. Prohibits an individual concerned in examining an applicant for, or appointing an applicant in, the competitive service from receiving or considering a recommendation of the applicant by a Senator or Representative, except as to the applicant's character or residence. Prohibits any employee who has authority over any personnel action from soliciting or considering any recommendation with respect to any individual who is subject to such action unless such recommendation is based on the personal knowledge or records of the person furnishing it and consists of: (1) an evaluation of the work performance, ability, aptitude, or general qualifications of such individual; or (2) an evaluation of the character, loyalty, or suitability of such individual.
