Amends the Forest and Rangeland and Renewable Resources Planning Act of 1974 to consolidate specified existing programs of cooperative forest resources assistance under such Act, and to require annual reports to Congress on such programs. Permits the Secretary of Agriculture to make consolidations payments to a State in lieu of functional cost-sharing mechanisms, formulae, or agreements.
