Summary
Office of Federal Audio-Visual Policy Act - Establishes the Office of Federal Audio-Visual Policy in the Office of Management and Budget to provide overall direction of audiovisual policies and procedures for Federal agencies. States that the Office shall be headed by an Administrator who shall be appointed by the President, by and with the advice and consent of the Senate. Directs the Administrator to: (1) require that Government audiovisual materials, with specified exceptions, be produced and distributed by private sector organizations; (2) recommend reorganization of Federal agency audiovisual activities; and (3) report annually to the President and Congress on actions taken and recommendations made concerning such activities. Requires each agency, upon the request of the Administrator, to supply the Office with: (1) information concerning the current and future audiovisual production activities of the agency; and (2) an evaluation of the success or failure of each completed activity. Requires that each employee under a contract to produce Federal audiovisual materials receive compensation at rates not less than those prevailing for similar employees as determined by the Secretary of Labor. Directs all Federal audiovisual supervisory authorities to report to the Administrator on their activities within 30 days of the date of enactment of this Act. Authorizes appropriations to carry out the provisions of this Act.
