Summary
Amends the Harmonized Tariff Schedule of the United States to modify the article description and duty treatment of sanitary towels and tampons, diapers and diaper liners for babies, and similar articles, of any material. Grants duty-free treatment of other such articles. Declares that the amendments made by this Act shall not be construed to affect the special duty rate staging with respect to such articles imported from Australia proclaimed before enactment of such Act.
