Southwest Collegiate Institute for the Deaf Act - Authorizes the Secretary of Education to enter into an agreement with the Howard County Junior College District of Big Spring, Texas, for the establishment and operation, including construction and equipment, of the Southwest Collegiate Institute for the Deaf.
