Summary
Federal Civil Penalties Inflation Adjustment Act of 1986 - Requires an inflation adjustment of civil monetary penalties for violations of Federal law and regulations beginning in FY 1987. Establishes the formula for such adjustments. Requires the Director of the Office of Management and Budget to annually prepare and issue a report on the penalties imposed and the amounts collected. Requires the Director to establish an agency reporting system to enable the Director to prepare such report.
