Amends Federal law with respect to nonprofit group donations to the National Forest System to permit the Forest Service to fund a project with appropriated moneys provided the nonprofit has a written Forest Service reimbursement agreement. Requires the Secretary of Agriculture to establish written rules for contribution acceptance.
