Summary

International Narcotics Control Board Act of 1982 - Establishes in the executive branch the International Narcotics Control Board to coordinate and implement governmental efforts to control the flow of illegal narcotics into the United States. Provides that the Board shall consist of the following members: (1) the Assistant Secretary of State for International Narcotics Matters; (2) the Administrator of the Drug Enforcement Administration; (3) the Director of the Federal Bureau of Investigation; (4) the Commissioner of the United States Customs Service; (5) the Commandant of the United States Coast Guard; and (6) the Commissioner of the Immigration and Naturalization Service. Authorizes the Board to direct each agency represented to carry out the policies of the Board within the authority of that agency. Directs the Board to notify the President of any determination that any such agency is conducting an international narcotics control function that conflicts with Board policies. Authorizes the President to require such agency to conduct such function under policies specified to eliminate the conflict. Permits the Board to make recommendations to the President and to consult with all agencies concerning any international narcotics trafficking prevention function. Prohibits either House of Congress from considering any legislation authorizing the enactment of new budget authority for this Act for any fiscal year after FY 1987. Authorizes appropriations.
