Amends the Foreign Intelligence Surveillance Act of 1978 to revise the definition of "foreign power" to exclude U.S. persons with respect to the President's authority, for purposes of acquiring foreign intelligence information for periods of up to one year, to authorize the electronic surveillance without a court order of any person engaged in international terrorism.
