Summary

Directs the Secretary of any Federal department or administrator of any Federal agency, upon receipt of an application from any State, to convey, without consideration, to that State all rights, title, and interest of the United States in and to all public lands within that State's boundaries. Excludes from this requirement the following: (1) lands located on the Outer Continental Shelf; (2) lands held in trust for the benefit of Indians, Aleuts, and Eskimos; (3) national parks and wilderness areas; and (4) land necessary for the operation of any Federal agency or department.
