Summary

Amends the Foreign Assistance Act of 1961 to require the President to provide assistance to a country through the Economic Support Fund for commodity import programs whenever the needs of such country and of the United States would be better met through such assistance rather than through cash transfers. Requires countries receiving cash transfers under the Economic Support Fund to use such transfers, whenever practicable, to pay for U.S. goods or for services performed by a U.S. national. Requires the Comptroller General to monitor and audit the cash expenditures transferred through the Economic Support Fund.
