Summary
Amends the Home Owners' Loan Act of 1933 to eliminate the requirement that a State savings and loan association exist in stock form at least four years preceding the date of enactment of the Depository Institutions Deregulation and Monetary Control Act of 1980 (March 31, 1980) in order to be eligible to convert itself into a Federal stock savings and loan association.
