Summary
Young Adult Conservation Corps Act - Adds a new title II (Young Adult Conservation Corps) to the Act entitled "An Act to establish a pilot program in the Departments of the Interior and Agriculture designated as the Youth Conservation Corps." States that the purpose of this title is to complement the youth Conservation Corps and to provide employment and other benefits to young adults while reducing the inventory of conservation work and completing other projects of a public nature on the lands and waters of the United States. Directs the Secretaries of the Interior and of Agriculture to jointly extend the Youth Conservation Crops so as to make possible the year-round employment of young adults. States that individuals employed as Corps members (1) shall be at least 19 but not more than 24 years of age, (2) shall be physically capable of carrying out the work of the Corps, (3) shall be given preference for employment if they reside in counties having an unemployment rate equal or in excess of six percent for three consecutive months, and (4) may be employed for a total period of not more than 12 months. Provides that in determining appropriate work projects priority shall be given to projects that are highly labor intensive, may be initiated promptly, and will result in substantial natural resource or environmental improvements. Directs the Secretaries to jointly extend the grant program for State projects so as to provide increased employment of young adults to develop, preserve, and maintain non-Federal public lands and waters within the States. States that the Secretaries shall prepare jointly and submit to the President and the Congress reports detailing the activities carried out under this title. Authorizes appropriations of sums necessary to carry out this title.
