Summary
Directs the Secretary of the Army to convey to the Northern Virginia Regional Correctional Commission a parcel of real property at Fort A.P. Hill, Virginia. Requires: (1) construction of a correctional facility on such property to be completed within three years after enactment of this Act; and (2) the Commission to use such land only for operating a correctional facility, with a reverter to the United States if used otherwise.
