Summary
Amends the Solid Waste Disposal Act to direct the Administrator of the Environmental Protection Agency to list those hazardous wastes which may reasonably be anticipated to cause adverse health or environmental effects if disposed of without adequate prior treatment. Directs the Administrator to make such list within 18 months after the enactment of this Act and periodically thereafter. Directs the Administrator to consult with appropriate Federal and State agencies and to provide notice and opportunity for public hearing before making such list. Prohibits disposal of such listed hazardous waste without prior treatment by a method, technique, or process certified by the Administrator. Sets forth procedures for such certification.
