Summary

Highway Trust Fund Protection Act of 1997 - Provides that the receipts and disbursements of the Highway Trust Fund shall: (1) not be included in the totals of the budget of the United States Government or the congressional budget, not be part of any category of discretionary appropriations or subject to discretionary spending limits, and not be subject to sequestration; and (2) be exempt from any general budget limitation imposed by statute on expenditures and net lending (budget outlays) of the Government. Imposes penalties upon Government officers or employees who fail to comply with this Act.
