Medicare Replacement Drug Demonstration Project Improvement Act of 2004 - Amends the Medicare Prescription Drug, Improvement, and Modernization Act of 2003 to: (1) require the Secretary to negotiate the lowest possible price for the drugs and biologicals for which payment is made under the Medicare replacement drug demonstration project; and (2) eliminate limitations on funding for such project.
