Summary

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to require the Secretary of Health and Human Services to issue social security cards at the same time that social security account numbers are issued. Requires that all new and replacement social security cards issued more than 190 days after enactment of this Act be made of banknote paper and, to the maximum extent practicable, be unable to be counterfeited. Requires the Secretary to report to Congress on plans for implementing this Act. Authorizes appropriations. Prohibits payments from the Federal Old Age and Survivors Insurance Trust Fund or from the Federal Disability Insurance Trust Fund to carry out this Act.
