Amends Federal law to increase the authorization of appropriations for land acquisition in: (1) Channel Islands National Park, California; (2) Chesapeake and Ohio Canal National Historical Park, Maryland, through the District of Columbia; and (3) Cumberland Island National Seashore, Georgia. Amends Federal law to increase the authorization of appropriations for land development in: (1) Cuyahoga Valley National Recreation Area, Ohio; and (2) Kalaupapa National Historical Park, Hawaii.
