Summary

Authorizes the Secretary of the Navy: (1) to conduct a ten-year program of exploration for oil and gas on Naval Petroleum Reserve Numbered 4, in the State of Alaska, to determine the oil and gas resources; (2) to conduct a five-year program of exploration for oil and gas on Naval Petroleum Reserve Numbered 1, Elk Hill, California. Requires the Secretary to submit a report to the Congress containing the findings of the exploration program, and the recommendations of the Secretary, including recommendations as to the best means of transporting oil and gas consistent with the protection of the environment. Authorizes, for the purpose of carrying out the provisions relating to the Alaska reserve, to be appropriated $150,000,000; and authorizes, for the purpose of carrying out the provisions relating to the California reserve, to be appropriated $25,000,000.
