A bill to authorize the Secretary of State to reimburse state and local governments for providing extraordinary protection with respect to foreign consular posts located in the United States outside the metropolitan area of the District of Columbia.

Summary

Authorizes the Secretary of State to request the assistance of State and local governments outside the District of Columbia in providing: (1) fixed guards at any consular premises or residences of consular officers within the jurisdiction of such governments; and (2) protective security details for such consular premises and officers. Permits the Secretary, in certain circumstances, to reimburse the govenrments for providing such services. Authorizes the Secretary to procure other security services if the State or local government cannot provide the requested assistance. Authorizes appropriations.
