Applies the final Environmental Protection Agency (EPA) rule under the Clean Air Act regulating exhaust emissions from new spark-ignition gasoline marine engines to engines manufactured for model year 2001. Directs the EPA Administrator to amend such rule to require manufacturers to place labels on the engine cowling or the hull of a personal watercraft powered by such an engine that indicate the emission level of the engine relative to that of similar engines by identifying the engine as low emission, very low emission, or ultra low emission.
