Summary

Amends the Foreign Sovereign Immunities Act to extend Federal court jurisdiction to: (1) any tort occurring within a U.S. diplomatic or consular mission or elsewhere if in violation of international law and the aggrieved party is a U.S. national;(2) uncompensated expropriations in violation of international law; (3) enforcement of money judgments rendered by the International Court of Justice; and (4) enforcement of arbitration awards.
